The location of this activity moves around depending on what level you are running. In any event, once you have it, make sure to store it in your garage for future street racing use. You'll have to accumulate a 5 star wanted level from the police, grab the vehicle, and either dump it in your garage or run over to the Forgive and Forget before it gets toasted. On the downside, getting one can be a bit tricky. It is fast, strong, and handles pretty well. Personally, I like the FBI car for these. If you are having a lot of trouble getting past a certain race, you can always go to Rim Jobs and have some Nitrous installed (assuming the race has a nice straight-away where you can effectively use it). If you are too slow compared to the competition, go find a car in a different class (or the same class that is a bit faster). If you find yourself missing checkpoints and turns, go find a car that handles better. So your best bet is to find a nice strong car, that has a decent speed for the class it is in, and is one you are comfortable you can control well. You might think faster is better, but keep in mind, the competition is going to be getting a similar car to whatever you are driving (sedan, sports car, SUV, and so on). The car you pick for this activity is going to determine how difficult the race is. Sometimes you will be doing laps and other times it's just a race to a particular place on the map. You will start off racing against some number of other cars and have to make your way through checkpoints (represented by a line of fire between flaming barrels in the road, pretty cool) scattered around the city.
